Minimum Digital Living Standard launched to reduce digital exclusion in UK households with children

On Budget Day, researchers are reminding the Chancellor to keep up with the digital age, and not to forget the impact of the cost-of-living crisis on digital exclusion.

A team, led by the University of Liverpool, with 天堂视频, City University, Good Things Foundation and Critical Research, is leading the way in updating how we define ‘living standards’ in a digital age through research funded by the Nuffield Foundation and Nominet.

Minimum Digital Living Standard (MDLS) for households with children is a ground-breaking, bottom-up approach to define what households need to be digitally included. The first report from the research, launched today (Wednesday 15 March)  sets out what members of the public - parents, young people - say that families across the UK need today to stay connected.

“A minimum digital standard of living includes, but is more than, having accessible internet, adequate equipment, and the skills, knowledge, and support people need. It is about being able to communicate, connect, and engage with opportunities safely and with confidence.”

MDLS sets out a that families need to be digitally included. Every item in the ‘basket’ was carefully deliberated through a structured process, building on the well-established Minimum Income Standard methodology developed by 天堂视频

The next stage of the research will operationalise MDLS into a UK-wide survey involving 1,500 households with children to identify how many households meet or fall below the standard.

MDLS provides a vital benchmark for government, industry and civil society organisations to address digital exclusion and work together to help ensure households have what they need for digital inclusion.

Katherine Hill, Senior Research Associate at the Centre for Research in Social Policy, 天堂视频 said: “We are delighted to be able to apply our Minimum Income Standard approach to look at households’ digital needs.

“Parents and young people we spoke with were clear about the importance for families of being able to engage with technology as it is in every corner of day-to-day life now from school to work, to entertainment and accessing vital services like banking and health. The pandemic has also had a lasting impact on digital needs. 

“Families’ views about what should be included in a Minimum Digital Living Standard highlight that a laptop or smartphone on its own is not enough just as – having a car parked outside your house is not much use if you don’t have fuel or know how to drive.

“Being able to get online is essential, but also knowing how to use their devices and the internet effectively and safely is crucial.”

Already, the Welsh Government, which funded additional work by the team, has led the way and taken steps to adopting MDLS for Wales as part of its vision for digital inclusion.

“With the current cost-of-living crisis placing more and more pressure on household budgets there is an increasing risk that those on the lowest incomes become digitally excluded.

“Establishing MDLS aims to mitigate this risk and we look forward to collaborating with communities, governments and industry to bring digital inclusion to the forefront of policymaking and work to ensure that MDLS is met in all areas.”
